How did states, cities, and counties involve their communities in the allocation of pandemic relief funds?

We partnered with the National League of Cities for a nationwide look at local governments’ use of community engagement strategies to understand their residents’ needs during the height of the COVID-19 pandemic. We heard directly from local government officials and subject matter experts about how state and local governments made sure pandemic relief funds were spent the way their residents wanted.
