CINCINNATI – Four local individuals have been charged federally with defrauding COVID-19 pandemic relief funding programs. In separate cases, the four are alleged to have lied about owning businesses and employing others. Some defendants allegedly applied multiple times for relief funding and some allegedly spent the funding they received on lavish personal items and vacation travel.

Maryland Man Facing Federal Charge for Fraudulently Obtaining a $1.5 Million Paycheck Protection Program Loan and Attempting to Obtain at Least Two Additional Fraudulent Covid-19 Relief Loans
A criminal complaint has been filed charging Rudolph Brooks, Jr., age 45, of Cheltenham, Maryland, on the federal charge of wire fraud. In addition, law enforcement obtained warrants authorizing the seizure of more than $2.2 million held in various bank accounts, as well as a 2018 Tesla Model 3. The criminal complaint was filed on March 29, 2021 and was unsealed following Brooks’s arrest on April 2, 2021.

Davenport Couple Charged With $5.8 Million COVID Relief Fraud
Tampa, Florida – Acting United States Attorney Karin Hoppmann announces the filing of a criminal complaint charging Julio Lugo (44) and Rosenide Venant (37), both of Davenport, with conspiracy and making false statements to a financial institution. Lugo has also been charged with an illegal monetary transaction relating to the illegal use of coronavirus relief funds to pay off a note on a luxury car purchased during the conspiracy. If convicted, Lugo faces a maximum penalty of 45 years in federal prison; Venant faces up to 35 years’ imprisonment.

The Tourism Industry in New York City: Reigniting the Return
New York City is a top global destination for visitors drawn to its museums, entertainment, restaurants and commerce. The City is also host to conventions and trade shows, and major athletic events such as the New York City Marathon and the U.S. Open. The industry experienced strong growth in employment and wages in the decade preceding 2020. OSC estimates the industry lost nearly a third of its employment in 2020. Visitors and their spending are not projected to reach pre-pandemic levels before 2025. Employment is unlikely to rebound fully before visitor spending.

Annual Update: Metropolitan Transportation Authority’s Debt Profile
As 2020 began, the Metropolitan Transportation Authority (MTA) was already facing challenges in balancing its budget, along with missed capital commitment goals, capital funding risks and escalating debt service costs. The COVID-19 pandemic has exacerbated these troubling trends. The MTA was able to balance its 2020 and 2021 budgets with federal emergency relief and funds that had been earmarked for capital purposes. The authority now faces out-year gaps it intends to close with additional federal aid and borrowed funds, and it must advance a capital program that has barely started.

The purpose of this audit was to determine whether the Department of Revenue (Department) awarded the Extra Credit Grant to eligible individuals in compliance with North Carolina Session Law 2020-4 Sections 4.12.(a)–(d). 1 If not in compliance, identify the causes and the effect of noncompliance. Some low-income families6 did not receive Extra Credit Grant Program payments from the State. These families did not receive the payments because of the additional steps the Department needed to take in order to award payments to low-income families in a short timeframe.

U.S. District Judge Richard D. Bennett sentenced Nicholas Milano White, age 30, of Baltimore, Maryland, on March 30, 2021, to eight years in federal prison, followed by three years of supervised release, for the federal charges of conspiracy to steal mail, emergency benefits fraud, and aggravated identity theft. Judge Bennett also ordered White to pay restitution of $29,234, the full amount of the victims’ losses.

Impact of Pandemic on Postal Service Finances
From March through September 2020, the Postal Service separated pandemic-related expenses from daily operating expenses to determine the financial impact. These pandemic-related expenses included supplies, services, transportation expenses, and sick and annual leave expenses, among others. Some expenses, such as supplies and services, were directly tracked while others, like transportation expenses, were estimated. Our objective was to assess the impact of the pandemic on Postal Service finances.

Fort Myers Business Owner Convicted At Trial For COVID Relief Fraud
Fort Myers, Florida – A federal jury today found Casey David Crowther (35, Fort Myers) guilty of bank fraud, making a false statement to a lending institution, and two counts of money laundering. Crowther faces a maximum penalty of 30 years in federal prison for the bank fraud and false statement charges, and up to 10 years in federal prison for each money laundering charge. The expenditures tested comply with the CARES Act’s eligibility requirements, and there is documentary evidence to support these expenditures.

We have conducted a special review of the procurement and related use of COVID tests from LabGenomics, a foreign-based healthcare company. We also reviewed the circumstances surrounding the termination of two State employees after they had raised concerns related to the COVID tests. Our review was initiated based on a joint request from the chairs of the Senate Education, Health, and Environmental Affairs and the House Health and Government Operations Committees for a review of two COVID-related emergency procurements.

The objective of our inspection was to determine (1) whether selected institutions receiving funds under the Institutional Portion of Higher Education Emergency Relief Fund (HEERF) met public reporting requirements and (2) the reported usage of the Institutional Portion of HEERF by selected institutions.We determined that 81 of the 100 institutions included in our sample complied with Institutional Portion reporting requirements.We were unable to locate Institutional Portion reports anywhere on the websites associated with 19 of the 100 (19 percent) institutions included in our sample.

Proposed Gap Recovery Grants
Similar to the Economic Recovery Grant (ERG) programs, the Gap program requires that businesses demonstrate economic loss due to COVID-19 but does not define economic loss. If ACCD uses revenue loss to measure economic loss for businesses that were in operation prior to the pandemic, the Gap program will be exposed to the same risk the Joint Fiscal Office pointed out in its November 2020 memo to the Joint Fiscal Committee regarding the ERG program.
