The Auditor’s Office follows up on audit recommendations to support county government’s accountability. The county implemented most of the Auditor’s recommendations from the first audit report on the county’s response to the COVID-19 pandemic. However. the Multnomah County Sheriff’s Office did not implement our recommendation to expand the use of free-phone calls or modify lobby video visit operations to allow for safe use. This audit was conducted to evaluate CARES Act funds designated for City Council-approved small business recovery and housing relief programs. The Office found that Community relief programs were adequately designed to address the economic impact from the pandemic. Controls over the distribution and monitoring of some community recovery programs should be improved to prevent and detect misappropriations. Emergency relief programs can benefit from the lessons learned during these COVID-19 responses.

Ohio Department of Job and Family Services: Unemployment Compensation Performance Audit
As a result of the COVID-19 pandemic, Ohio’s unemployment system was flooded with new claims. Our audit found that the unemployment compensation system was not prepared for the surge in unemployment applications resulting from the pandemic. While limited human resources played a role, antiquated systems and lack of business intelligence made problems worse.

The COVID-19 pandemic drove the Office of the New York State Comptroller to move forward creatively and identify new ways to tap into and analyze data. Auditors and examiners pursued increased data analysis and used a wider variety of data sources in audit planning and risk assessment, including the Statewide Financial System, First New York data warehouse, New York Benefits Eligibility and Accounting System, CVS Health, National Highway Traffic Safety Administration, and the U.S. Department of Labor’s Employment and Training Administration, as well as internal State agency data.

California Department of Housing and Community Development: It Failed to Expedite Access to Federal Funding to Address the Impact of the COVID‑19 Pandemic on California’s Homeless Population
The California Department of Housing and Community Development administers the Emergency Solutions Grant (ESG) program, which received $316 million in federal funding to prevent, prepare for, and respond to the COVID-19 pandemic (ESG-CV) for individuals who are at risk of or experiencing homelessness. Th e following report details our conclusion that the department failed to expedite access to federal funding to address the impact of the COVID-19 pandemic on the homeless population.
