All Pandemic Awards

The All Pandemic Awards dataset includes all the prime recipient pandemic related data reported by federal agencies to USAspending.gov. The dataset also includes sub-recipient data reported by the prime recipients. To download the data, click the Download the Data icon and then the Download button in the upper right corner of the USAspending.gov page.

Economic Impact Payments

The Economic Impact Payments, also known as stimulus checks, were sent out by the Internal Revenue Service (IRS) to individuals in three separate rounds, starting in March 2020 and ending in March 2021. The IRS based the amounts that individuals received on income, tax filing status, and number of children (or qualifying dependents, like a relative). 

Education Stabilization Fund

The $263 billion Education Stabilization Fund (ESF), managed by the U.S. Department of Education, was established in response to the pandemic's impact on the nation's students. The ESF includes: (1) the Elementary and Secondary School Emergency Relief (ESSER) Fund, (2) the Governor’s Emergency Education Relief (GEER) Fund, (3) the Emergency Assistance to non-Public Schools (EANS) Fund, and (4) the Higher Education Emergency Relief (HEER) Fund.

Emergency Rental Assistance (ERA)

The Emergency Rental Assistance (ERA) program provides funds to help households pay rent or utility bills. State and local governments began receiving funds in January 2021. The data for the prime recipients can be found at the U.S. Department of Treasury.  

Federal Agency Information

The Federal Agency Information dataset is available in the All_TAS_AccountBalances file in the USAspending.gov zip file (Example, "FY2021P02-Present_All_TAS_AccountBalances_2021-01-28_H07M33S32_1”). To download the zip file, click on the Data Download icon and then the Download button in the upper right hand corner of the USAspending.gov page. 

Homeowner Assistance Fund

The Homeowner Assistance Fund data is collected by the U.S. Department of the Treasury (Treasury). The program is providing financial help to homeowners who missed mortgage and home insurance payments, or utility bills after January 21, 2020. Treasury distributed a total of up to $10 billion to states, the District of Columbia, U.S. territories, Tribes or Tribal entities, and the Department of Hawaiian Home Lands. 

Paycheck Protection Program (PPP)

The PPP dataset is collected by the Small Business Administration (SBA) from the banks providing loans to borrowers. The dataset includes data on loans that have been forgiven. More information can be found at the SBA

Provider Relief Fund (PRF)

The PRF data is collected by the Department of Health and Human Services (HHS). HHS allocated $50 billion in payments for general distribution to Medicare facilities and providers impacted by COVID-19, based on eligible providers' net reimbursements. HHS has made other PRF distributions to a wide array of health care providers and more information on those distributions can be found on the HHS PRF page.

Restaurant Revitalization Fund

The Restaurant Revitalization Fund data is collected by the Small Business Administration (SBA). The program provided restaurants with funding equal to their pandemic-related revenue losses up to $10 million per business and no more than $5 million per physical location. Shuttered Venue Operators Grant (SVOG)

The SVOG program administered by the Small Business Administration provided more than $16 billion in grants to operators of live venues and performing arts organizations, theaters, museums, motion picture theaters, and talent representatives. More information can be found at SBA.

State and Local Fiscal Recovery Fund (SLFRF)

The SLFRF data is collected by the U.S. Department of the Treasury  (Treasury). The program provided $350 billion in direct payments to states, local, territory, and Tribal governments for pandemic response efforts and economic recovery. SLFRF recipients first reported to Treasury for the period March 31, 2021 - December 31, 2021. The second round of reporting was for the period January 1, 2022 - March 31, 2022. Read our FAQ. Pandemic Unemployment Insurance 

The Department of Labor has published the total amount each state received from the three pandemic-relief unemployment programs.
