This brief provides information on USAID’s response to the COVID-19 pandemic and associated challenges, as well as related oversight plans and activities. OIG prepared this informational brief to increase stakeholder knowledge and public transparency regarding these efforts. During the COVID-19 pandemic, the Bureau of Safety and Environmental Enforcement (BSEE) continued to fulfill its mission by performing safety and environmental inspections for offshore oil and gas operations. We reviewed the actions BSEE’s three regions—the Gulf of Mexico Region, Pacific Region, and Alaska Region—have taken to protect inspectors and offshore employees from COVID-19 and evaluated any impacts the virus had on inspections BSEE conducted since March 2020. This audit will look at the quality of data reported in selected President’s Emergency Plan for AIDS Relief (PEPFAR) programs to determine if weaknesses exist that may lead to inaccurate results reporting. The objectives of this audit are to assess the extent to which USAID has: (1) designed and implemented internal controls over collecting, verifying, and reporting PEPFAR data; and (2) identified and mitigated the effects of the COVID-19 pandemic on its internal controls over PEPFAR data quality.  

On March 27, 2020, the President signed into law the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Among its provisions, the CARES Act provided the U.S. Department of the Interior (DOI) with $756 million to support the needs of DOI programs, bureaus, Indian Country, and the Insular Areas. This report presents the DOI’s progress as of July 31, 2020, in spending CARES Act appropriations. As required by section 8L of the Inspector General Act of 1978, as amended, the Inspectors General for the Department of Defense, Department of State, and USAID work together to report quarterly to Congress on every overseas contingency operation’s progress and corresponding oversight activities.  Starting in the second quarter of fiscal year 2020, these quarterly reports include reporting on the COVID-19 outbreaks in Afghanistan, Syria, Iraq, and the Philippines, as well as the U.S. government response to them.
