The Coronavirus Aid, Relief, and Economic Security (CARES) Act requires the Office of Management and Budget, in consultation with Department of the Treasury, the Council of Economic Advisers, and the Small Business Administration, to issue quarterly reports to Congress and the public on the economic impact of certain coronavirus funds. Our objective was to assess the Postal Service’s management of its employees’ use of novel coronavirus disease (COVID-19) leave under the Families First Coronavirus Response Act (FFCRA). Although the FFCRA expired on December 31, 2020, the Postal Service continued to allow liberal leave usage for employees who had a sickness related to COVID‑19. On March 11, 2021, the American Rescue Plan Act was signed into law. This Act is similar to the FFCRA in that it created a new type of leave. This report summarizes the results of the Survey of Employee Experiences During the Pandemic, issued by the Auditor’s Office in September 2020. Responses overall were generally positive. However, in analyzing the data and reading over 8,000 written comments, it is clear that employees have had very different experiences.
