SBA’s Handling of Potentially Fraudulent Paycheck Protection Program Loans

Audit of the Implementation of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Section 3610

The audit found the agency had significant issues implementing the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The agency did not sufficiently review CARES invoices due to changing guidelines, reduced contract oversight staffing during the pandemic, overreliance on contractor-provided information, and the lack of clear and comprehensive Contracting Officer Representative (COR) oversight procedures for CARES invoices. From March 2021 through September 2021, the program provided $64.0 million in benefits for 15,968 households. We make recommendations for DOA to improve how it administers the Emergency Rental Assistance program, including by improving the program’s application process, modifying the process for...

The Office of Inspector General (OIG) evaluated the U.S. Small Business Administration’s (SBA) procedures to award a contract for data analysis and loan recommendation services for Economic Injury Disaster Loan (EIDL) applications and Targeted EIDL Advance applications related to the Coronavirus Disease 2019 (COVID-19) pandemic. To increase loan processing capabilities and quickly disburse loans during the pandemic, SBA used an existing contract awarded to RER Solutions and its subcontractor Rocket Loans set aside for small businesses. SBA initially set a contract ceiling of $100 million and...
