This audit focuses on information and recommendations we can provide to improve the Oregon Employment Department's (OED) unemployment insurance system ahead of future surges in unemployment, similar to the COVID-19 pandemic. We have found that OED has made progress addressing some of the most public concerns, such as the inability of its phone-based system to handle the spike in claims that occurred in March 2020. Additionally, Oregon fared comparatively well in terms of fraud within their unemployment insurance program.

What We Looked At The Coronavirus Aid, Relief, and Economic Security (CARES) Act provided the Federal Aviation Administration (FAA) with $10 billion to help airports deal with the public health emergency caused by Coronavirus 2019 (COVID-19). FAA awarded $9.1 billion in grants to airports nationwide, using its existing Airport Improvement Program (AIP) to distribute the funds. The preliminary objective of the audit is to determine if GSA implemented guidance from the Centers for Disease Control and Prevention and the U.S. Environmental Protection Agency, as well as followed GSA policies, to ensure the water is safe in GSA-controlled facilities after decreased occupancy from the COVID-19 pandemic.

Specifically, we determined (1) what steps NIST took to implement and comply with the CARES Act, (2) challenges NIST faced during implementation, and (3) NIST’s status in the processing of applications and awarding funds under the CARES Act.
