Program Audit of the Business Interruption Grant Program
The Illinois Auditor General, conducted a performance audit of the Business Interruption Grant (BIG) program, which was developed under the state's Department of Commerce and Economic Opportunity (DCEO) to provide $585 million in economic relief for small businesses hit hardest by COVID-19. Among their findings the Auditor General noted that DCEO allowed, without verification, BIG small business grant applicants to self-certify that they complied with all laws as well as reporting other pandemic funding. We prepared this white paper to report on the U.S. Small Business Administration’s (SBA) 7(a) loan program performance during SBA’s response to the Coronavirus Disease 2019 (COVID-19) pandemic and address potential risks SBA should consider in managing the program. We identified factors that could impact the 7(a) loan program and should be considered in SBA’s program risk strategy. As part of the Pandemic Response Accountability Committee’s (PRAC)1 effort to provide policymakers and stakeholders with information about the nature of telehealth and its use across federal health care programs, the Office of Inspector General (OIG) conducted an evaluation to: (1) examine the use of telehealth across the Department of Labor’s (DOL) workers’ compensation programs during the first year of the COVID-19 pandemic, and (2) identify emerging risks related to the use of telehealth.
