We are conducting the subject audit at the request of the House Committee on Oversight and Reform. The objective of this audit is to determine the actions taken by the DoD to configure remote access software used to facilitate telework during the COVID-19 pandemic to protect DoD networks and systems from potential malicious activity. We will also determine the extent to which the DoD implemented security controls to protect remote connections to its networks. We may revise the objective as the audit proceeds, and we will consider suggestions from management for additional or revised objectives.

The objective of this audit is to determine whether DoD’s deployment of collaboration tools used to facilitate telework during the coronavirus disease–2019 (COVID-19) pandemic exposed DoD networks and systems to potential malicious activity, and the extent to which the DoD implemented security controls to protect the collaboration tools used on its networks. We will perform this audit in accordance with generally accepted government auditing standards. We may revise the objective as the audit proceeds, and we will consider suggestions from DoD management for additional or revised objectives.

The coronavirus pandemic impacted Resource Conservation and Recovery Act state program operations and resulted in fewer inspections.

We produced this Management Advisory to notify Small Business Administration (SBA) officials of serious concerns about potential improper payments in SBA’s Coronavirus Disease 2019 (COVID-19) Economic Injury Disaster Loan (EIDL) program. The Office of Inspector General examined Emergency EIDL grants to sole proprietors and independent contractors from March 29, 2020, until the funds were exhausted just 14 weeks later on July 10. We set out to determine whether the agency complied with its internal policy that set Emergency EIDL grants at $1,000 per employee up to the Coronavirus Aid, Relief, and Economic Security (CARES) Act mandated maximum amount of $10,000. The coronavirus pandemic negatively impacted the oversight and assistance that Regions 9 and 10 provide to the tribal drinking water systems under their purview, as well as the capacity of these systems to provide safe drinking water. The pandemic also underscored the limitations of both EPA resources and tribal drinking water system resiliency. As a result, tribal drinking water systems may be unable to operate safely and comply with drinking water regulations. Access to safe and clean water is critical at all times, but even more so during pandemic situations.
