Audit of GSA's Response to COVID-19: Assessment of Water Quality in GSA-Controlled Facilities
The preliminary objective of the audit is to determine if GSA implemented guidance from the Centers for Disease Control and Prevention and the U.S. Environmental Protection Agency, as well as followed GSA policies, to ensure the water is safe in GSA-controlled facilities after decreased occupancy from the COVID-19 pandemic.

The preliminary objectives are to assess: (1) the grant administration and monitoring during the pandemic and (2) the guidance and assistance provided to grant recipients for addressing any increased risks to effective program implementation and to violence against women.

The Office of Inspector General will conduct an evaluation of SBA’s awards made to Highlight Technologies LLC to meet emerging needs related to impacts of COVID-19. Our project is part of a series of reviews of contracts SBA awarded to support CARES Act and other COVID-19 related legislation programs. Our objective is to determine if SBA issued the blanket purchase agreement and contract modifications in accordance with federal laws, regulations, and internal guidance.

Review Examining BOP’s Use of Home Confinement as a Response to the COVID-19 Pandemic
The Office of the Inspector General (OIG) has initiated a review of the Federal Bureau of Prisons’ (BOP) use of home confinement as a tool to mitigate the effect of the Novel Coronavirus Disease (COVID-19) pandemic on the federal prison population. The review will assess the BOP’s process for implementing the use of home confinement as authorized under the CARES Act, the process for its consideration of the eligibility criteria outlined in the Attorney General’s March 26 and April 3, 2020 memoranda, and the process by which BOP headquarters evaluated wardens’ recommendations that inmates who did not meet the Attorney General’s criteria be placed in home confinement. The review will also select particular cases for examination to determine whether there were irregularities in the BOP’s processes. If circumstances warrant, the OIG will consider including other issues that may arise during the course of the review. The OIG is undertaking this review in response to requests from Members of Congress, and issues the OIG identified during the series of remote inspections it has conducted regarding the BOP’s response to the COVID-19 pandemic.

The objectives are to evaluate the NRO’s implementation of section 3610 authorized by the CARES Act and to identify preliminary impacts to NRO mission.
Evaluation of SBA’s Oversight of the Resource Partner Associations Implementation of the Coronavirus Aid, Relief and Economic Security Act Requirements
The Office of Inspector General Audits Division will be conducting an evaluation to determine whether SBA has effective oversight to ensure the Resource Partner Associations implement the Coronavirus Aid, Relief, and Economic Security Act and grant requirements.
Monitoring of GSA Activities in Response to the Coronavirus Disease 2019
The CARES Act provides GSA with $295.15M to prevent, prepare for, and respond to COVID-19 domestically or internationally. The GSA OIG will monitor GSA’s implementation of the CARES Act, and issue alert reports as necessary to advise management of potential problems, including any internal control issues. As significant risks or concerns are identified, the OIG will conduct additional audit assignments to address them specifically and in more detail.
