Evaluation of the Paycheck Protection Program Liquidity Facility’s (PPPLF) Credit Extension Repayment and At-Risk Loan Monitoring Efforts
In response to the COVID-19 pandemic, the Board established the PPPLF to extend credit to financial institutions that originate loans through the U.S. Small Business Administration’s guaranteed Paycheck Protection Program (PPP), taking the PPP loans as collateral. The PPPLF, managed by the Federal Reserve Bank of Minneapolis and operated out of the 12 Federal Reserve Banks, distributed billions of dollars to eligible lenders. We will assess the effectiveness of internal controls to (1) determine lender eligibility, extend credit, and process repayments and (2) identify at-risk advances, handle instances of nonpayment, and detect and mitigate fraud. We also plan to assess the extent to which the Federal Reserve System coordinates with the U.S. Small Business Administration to determine lender eligibility, recover losses due to nonpayment, and detect and mitigate fraud.

Disaster Preparedness of Federal Agencies
HUD OIG will summarize the conclusions/findings and recommendations reported by seven participating OIGs and the General Accountability Office related to natural disaster preparedness. Our objective is to inform Federal agencies and the OIG community of the reported conclusions/findings and recommendations regarding preparing for and responding to natural disasters.
Audit of the Coronavirus Relief Benefit Payments and Internal Controls
The preliminary objectives of this audit cover the extended unemployment and sickness benefits that were appropriated through the CARES Act, CARWA, and ARPA to determine if (1) they were accurately expended, recorded, and reported and (2) internal controls were effective, including fraud controls.
The Department of Energy's Unclassified Cybersecurity Program - 2021
This review is a culmination of the OIG's work on FISMA as well as additional cybersecurity and technology work performed by the OIG throughout the year. The review this fiscal year includes additional work to address questions raised by members of Congress related to information technology and cybersecurity during the Department of Energy's maximum telework posture.
The Department of Energy's Implementation of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) Related to Contractor Paid Leave.
The review will determine: (a) how the Department is administering, recording, and reporting contractor paid leave reimbursements, (b) who is responsible for selecting the labor categories/positions that qualify and under what circumstances, and (c) the amount of contractor paid leave reimbursements under the CARES Act for the period examined.
Audit of FAA's Award and Oversight of CARES Act Funds
The Coronavirus Aid, Relief, and Economic Security (CARES) Act designated $10 billion to the Federal Aviation Administration (FAA) to support continuing operations at U.S. airports following the sharp decline in passenger traffic and other airport business due to the COVID-19 public health emergency. By the end of fiscal year 2020, FAA had obligated approximately $9.4 billion in formula grants to airports for such purposes as capital expenditures, operating expenses (including payroll and utilities), and debt payments. We are initiating this audit because the act also provided $5 million to OIG for conducting oversight of DOT projects and activities supported by CARES Act funds. Our objective is to assess whether FAA’s policies and procedures for awarding and overseeing CARES Act grants are sufficient to protect taxpayer interests.
Controls over Coronavirus Response Funding
Evaluate controls implemented by the IRS to ensure the $765.7 million in appropriated funds received for its Coronavirus response is adequately tracked and used for its intended purpose.
Public and Indian Housing Supplemental Operating Funds
HUD OIG is conducting a limited review of HUD's administration of supplemental operating funds under the CARES Act. The CARES Act authorized an additional $685 million in public housing operating funds to prevent, prepare for, and respond to COVID-19. The review objective is to assess Public Housing Agencies' (PHA) experiences and challenges and HUD's efforts in providing guidance related to the administration of supplemental operating funds under the CARES Act.
Telework in Response to the COVID-19 Pandemic (Interim Report)
The objective of the evaluation is to determine whether the IRS effectively used its telework program to reduce the impact of the COVID-19 pandemic on IRS operations.
