In March 2020, the World Health Organization declared the coronavirus (COVID-19) outbreak a global pandemic. The Tennessee Valley Authority (TVA) began taking steps to keep employees and their families’ safe, while also ensuring the agency could fulfill its mission of service. The National Reconnaissance Office (NRO) OIG conducted this evaluation to identify any best practices implemented or challenges encountered by NRO Headquarters and selected field sites in responding to the pandemic. Areas of evaluation contained in this report include mission sustainment, policy, leadership, facilities and logistics, health and safety, communications, and human resources. This report is fundamentally informational and contains perspectives and opinions of NRO’s leadership and workforce.

We surveyed U.S. Immigration and Customs Enforcement (ICE) detention facilities from April 8-20, 2020 regarding their experiences and challenges managing COVID-19 among detainees in their custody and among their staff. The facilities that responded to our survey described various actions they have taken to prevent and mitigate the pandemic’s spread among detainees.
