Our objective was to evaluate the U.S. Postal Service’s service performance of Election and Political Mail during the November 2020 general election. We also evaluated the handling of mail for the Georgia Senate runoff election held on January 5, 2021. The review will determine: (a) how the Department is administering, recording, and reporting contractor paid leave reimbursements, (b) who is responsible for selecting the labor categories/positions that qualify and under what circumstances, and (c) the amount of contractor paid leave reimbursements under the CARES Act for the period examined.

To lead its pandemic response, the Postal Service created the COVID-19 Command Response Team at headquarters to ensure the agency followed directives and guidance from the CDC.
