Independent Review of 4003(b) Loan Recipient’s Validation Memo – Republic Airways, Inc.

We audited the U.S. Department of Housing and Urban Development’s (HUD) Emergency Solutions Grants Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (ESG-CV) program. Our audit objective was to determine what challenges ESG-CV grant recipients faced in implementing the program and using grant funds. We used a survey questionnaire to gather feedback and insight directly from the 362 recipients of ESG-CV grants. Personnel supporting Federal health care programs are a resource critical to the Federal COVID-19 pandemic response efforts. Health care facilities must be prepared for potential personnel shortages and must have plans and processes in place to mitigate these shortages to combat the COVID-19 pandemic and future pandemics. The PRAC will coordinate a review of four Federal health care programs to determine whether these programs, or the providers they reimburse, experienced shortages in health care personnel during the pandemic, the impact of those health care personnel shortages, and strategies used by the Departments to reduce shortages of health care personnel for future pandemics.

What We Looked At The Coronavirus Aid, Relief, and Economic Security (CARES) Act provided the Federal Aviation Administration (FAA) with $10 billion to help airports deal with the public health emergency caused by Coronavirus 2019 (COVID-19). FAA awarded $9.1 billion in grants to airports nationwide, using its existing Airport Improvement Program (AIP) to distribute the funds.
