The Pandemic Response Accountability Committee’s (PRAC) first Semiannual Report to Congress, covering the period from April 1, 2020 through September 30, 2020.

The purpose of this Monitoring Report is to provide an overview of the State of Indiana’s efforts to ensure proper use of federal funds and compliance with the requirements of the federal COVID-19 legislation. This Monitoring Report also provides recommendations on how the State can guard against waste, fraud and abuse while utilizing money from the federal COVID-19 legislation to fight the effects of COVID-19 in Indiana.

This report describes the overall results and conclusions for the areas we examined related to the Unemployment Tax and Benefits (UTAB) system’s application and general information technology (IT) controls. In most of the areas we examined, controls were not adequately designed and implemented to provide reasonable assurance of complete, accurate, secure and available data.
