We evaluated the U.S. Small Business Administration’s (SBA) controls to flag or prevent potentially fraudulent Coronavirus Disease 2019 (COVID-19) Economic Injury Disaster Loan (EIDL) applications submitted from foreign Internet Protocol (IP) addresses. Although the agency implemented several layers of controls to prevent or reduce fraud from foreign countries, individuals at foreign IP addresses were able to access the COVID-19 EIDL application system. The Pandemic’s Effects on Oregonians Exposed Risks and Highlighted the Need to Modernize Oregon’s Unemployment Insurance System

This audit focuses on information and recommendations we can provide to improve the Oregon Employment Department's (OED) unemployment insurance system ahead of future surges in unemployment, similar to the COVID-19 pandemic. We have found that OED has made progress addressing some of the most public concerns, such as the inability of its phone-based system to handle the spike in claims that occurred in March 2020. Additionally, Oregon fared comparatively well in terms of fraud within their unemployment insurance program.

The policies and procedures should also include requirements that: * document a member's primary residence address; * require members to provide proof of their primary residence address; * certify the primary address of members and review supporting documentation; and * provide oversight to ensure primary residence address information is complete and accurate.

The procedures should require: * creation of a central location where policies and procedures will be kept for easy access by all states, territories, and the District; and * confirmation of receipt from all of the states, territories, and the District when procedures are communicated or obtained.
