In this performance audit of the State of Illinois's response to the management of the COVID-19 outbreak at the LaSalle Veterans' Home, the Illinois Office of the Auditor General identified that while the Illinois Department of Public Health (IDPH) was notified of the increasing number of COVID-19 cases at the LaSalle Veterans’ Home beginning on November 1, 2020, they did not identify and respond to the seriousness of the outbreak despite it being a responsibility of the department to provide guidance and monitoring to protect the residents at the LaSalle Veterans’ Home.

The Short-Time Compensation (STC) program acts as a work share program, with employers reducing the number of hours offered to employees and the state making up the difference in the form of benefit payments. Our focus will be to determine if Department of Labor ensured states met the STC program requirements and used the related funds in accordance with provisions under the Coronavirus Aid, Relief, and Economic Security Act, the Continued Assistance Act, and the America Rescue Plan Act for the period of March 27, 2020 to September 6, 2021.

The objective of our review was to evaluate the Department of Education’s plans and processes to ensure Teacher Education Assistance for College and Higher Education (TEACH) grantees receive full-time credit toward their service obligations for part-time and temporarily interrupted service due to Coronavirus Disease 2019 (COVID-19).
