PRAC Releases Semiannual Report to Congress Highlighting Accomplishments from April 1, 2025 through September 30, 2025

The PRAC’s report highlights how our data-driven approach has enhanced transparency, accountability, and program integrity across government programs.

Washington, DC — Today, Michael E. Horowitz, Acting Chair of the Pandemic Response Accountability Committee (PRAC), announced the release of the PRAC’s Semiannual Report to Congress, which covers the period April 1, 2025 through September 30, 2025.

“I’m proud of what the PRAC has accomplished since our creation in 2020. Recognizing the success of our model, in July 2025 Congress passed the One Big Beautiful Bill Act which extended the PRAC until 2034 and expanded our jurisdiction to fight fraud in programs funded in the bill,” said Acting Chair Horowitz. “With an expanded mandate and the continued support of bipartisan leadership in Congress and our oversight partners, we remain focused on helping agencies protect taxpayer funds and improve program integrity.”

The semiannual report updates Congress on the PRAC’s efforts over the past six months to advance the government’s ability to prevent and detect fraud in federal programs. It also highlights the extraordinary success of the PRAC’s data-driven approach to mitigating fraud risks.

Notable accomplishments from this reporting period include:

  • Identifying $80 billion in fraud-related vulnerabilities through two Fraud Prevention Alerts.

  • $261.9 million in civil and administrative recoveries supported by the predictive risk model the PRAC developed for the Pension Benefit Guaranty Corporation Office of Inspector General (OIG).

  • The PRAC Fraud Task Force’s investigation into pandemic-related fraud schemes, including PRAC analytics support in the Blueacorn fintech case. The PRAC’s graph analytics, social network analysis, and lender due diligence model helped uncover a broader conspiracy.

  • Launching a joint initiative with the Federal Communications Commission (FCC) OIG to design and implement risk models for three key FCC programs, collectively totaling nearly $11 billion in funding.

  • Issuing Chapters Four and Five of our Blueprint for Enhanced Program Integrity.

Additionally, as of November 2025, the PRAC’s investigative support to more than 50 federal law enforcement and OIG partners led to over 1,200 pandemic-related investigations, with over 24,000 subjects and a potential fraud loss of over $2.5 billion.

The PRAC was established by the CARES Act to promote transparency and support independent oversight of the funds provided by the CARES Act and other related emergency spending bills. In addition to its coordination and oversight responsibilities, the PRAC is tasked with supporting efforts to “prevent and detect fraud, waste, abuse, and mismanagement [and] mitigate major risks that cut across program and agency boundaries.”
