2021 Audit on Unemployment Fraud

Our audit sought to determine if unemployment claims filed in the name of Ulster County employees were handled in accordance with current law and Ulster County policy. Our audit revealed that the Personnel Department properly identified fraudulent unemployment claims and challenged those claims. In addition, the Personnel Department staff appropriately notified the Sheriff’s Department and the Information Systems Department about the potential unemployment insurance fraud. Our audit objective was to answer the following questions: (1) What is Kansas’ process for distributing COVID relief funding?; and (2) Have Kansas’ distributions of COVID relief funding been appropriate? The scope of our work included examining the distribution process for CARES Act and American Rescue Plan Act funding. Additionally, we evaluated a sample of CARES Act expenditures made in 42 Kansas counties.

Reviewing Connectivity Emergency Response Grants for Broadband Development

Our audit objective was to answer the question: what entities received Connectivity Emergency Response Grants and where were they located? We found that the Kansas Department of Commerce (Commerce) awarded $48.5 million in Connectivity Emergency Response Grant funds through 66 grants to all seven regions in Kansas with the largest amounts going to South Central, Southwest, and Northeast Kansas. We also found that Commerce denied some applications through its review process.

Performance Audit of the State’s Response to the COVID-19 Outbreak at the LaSalle Veterans’ Home

In this performance audit of the State of Illinois's response to the management of the COVID-19 outbreak at the LaSalle Veterans' Home, the Illinois Office of the Auditor General identified that while the Illinois Department of Public Health (IDPH) was notified of the increasing number of COVID-19 cases at the LaSalle Veterans’ Home beginning on November 1, 2020, they did not identify and respond to the seriousness of the outbreak despite it being a responsibility of the department to provide guidance and monitoring to protect the residents at the LaSalle Veterans’ Home.

Ulster County Comptroller’s 2020 COVID-19 Impacts Report

This report is a summary of the costs related to responding to the pandemic that the Ulster County Comptroller’s Office was able to aggregate from existing reported financial and personnel data for 2020. The County continues to incur substantial costs in the current year 2021, many of which are offset by pandemic related revenue streams, such as the cost of operating vaccination clinics. We have reviewed the 2020 expenditures to assist in both improving the accounting for these costs and potentially identifying and obtaining revenues to offset these costs.

Representative John Barker requested this limited-scope audit, which was authorized by the Legislative Post Audit Committee at its February 24, 2021 meeting. Our audit objective was to answer the following question: How did causes of death during the COVID-19 pandemic compare to those before the pandemic? To answer this question, we reviewed death record data from 2019 and 2020 for the last third of each year (September 1 – December 31).

Survey Results on the American Rescue Plan

The Comptroller’s Office surveyed Ulster residents on potential uses of the American Rescue Plan funds. The survey was promoted on social media from March 24 through May 3, 2021, and in electronic newsletters to the Comptroller’s Office distribution lists. Two hundred and twelve people responded. Respondents were provided with 14 potential options for the use of funds and asked to grade each on a score of 1 to 10.
