The Mississippi Department of Employment Security (MDES) administers Mississippi’s unemployment benefits programs. With the influx of jobless claims and COVID relief aid as a result of the pandemic, total unemployment benefit claims increased from $59.6 million in FY 2019 to $2.1 billion in FY 2020. With this infusion of money came massive fraud and misspending. For example, from FY 2020 to FY 2021, known overpayments increased from $118 million to $474 million. This audit focuses on information and recommendations we can provide to improve the Oregon Employment Department's (OED) unemployment insurance system ahead of future surges in unemployment, similar to the COVID-19 pandemic. We have found that OED has made progress addressing some of the most public concerns, such as the inability of its phone-based system to handle the spike in claims that occurred in March 2020. Additionally, Oregon fared comparatively well in terms of fraud within their unemployment insurance program.

The OIG plans to initiate a project to research and identify topics for potential audits and evaluations related to the EPA's response to the COVID-19 pandemic.

One objective of this audit is to evaluate elements within the System Security Plans to determine whether they provide details to allow the EPA to make decisions to secure its network during the COVID-19 pandemic.
