William W. Kirk
Chair
U.S. Small Business Administration Inspector General William W. Kirk was appointed the Chair of the PRAC in March 2026, replacing outgoing Acting Chair Michael E. Horowitz, Inspector General of the Board of Governors of the Federal Reserve System and the Consumer Financial Protection Bureau.
With more than three decades of executive, legal, and operational leadership across higher education, private enterprise, and the federal government, Mr. Kirk has extensive experience in advancing transparency, strengthening internal controls, and combating fraud, waste, and abuse.
