We audited the U.S. Department of Housing and Urban Development’s (HUD) Emergency Solutions Grants Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (ESG-CV) program. Our audit objective was to determine what challenges ESG-CV grant recipients faced in implementing the program and using grant funds. The Emergency Rental Assistance program helps individuals affected by the public health emergency to cover the cost of rent and utilities. Through June 2021, DOA received $434.7 million in federal funds through the Consolidated Appropriations Act and the American Rescue Plan Act for the program. From March 2021 through September 2021, the program provided $64.0 million in benefits for 15,968 households. SBA’s Paycheck Protection Program Loan Review Processes
The Office of Inspector General (OIG) conducted this evaluation to assess the U.S. Small Business Administration’s (SBA) processes for reviewing Paycheck Protection Program (PPP) loans for eligibility and forgiveness. SBA’s online loan forgiveness platform used by lenders to submit forgiveness requests is adequate to support SBA’s loan review process. However, we found that for some loans, totaling $66.4 billion, SBA did not meet the 90-day statutory requirement to remit forgiveness payments to lenders.
