ONAP COVID-19 Recovery Programs Implementation Challenges

HUD OIG is auditing HUD’s ONAP COVID 19 Recovery Program, which includes funds provided by the Coronavirus Aid, Relief, and Economic Security (CARES) and American Rescue Plan (ARP) Acts. Congress provided over $1 billion in ONAP CARES and ARP grant formula and competitive funding. Our objective is to determine the challenges that Native American and Hawaiian tribes face in implementing and utilizing the funding provided by the CARES and ARP Acts and how ONAP has helped the tribes navigate the COVID-19 recovery programs available.

Federal Student Aid's Processes for R2T4 Waivers Loan Cancellations and Pell Exclusions

The purpose of the audit is to determine whether Federal Student Aid has adequate processes (1) for students who withdrew because of the coronavirus pandemic, to waive the return of Title IV (R2T4) requirements, cancel Direct Loans received during the payment period, and exclude Pell Grants received during the payment period from Federal Pell lifetime usage; and (2) for schools to report the number and amounts of R2T4 waivers applied.

We conducted a limited review of nursing home owners to identify their operational challenges and needs of nursing homes in responding to the Coronavirus Disease 2019 (COVID-19) pandemic. Our objective was to determine the biggest challenges operators of Section 232 nursing home facilities face related to the COVID-19 pandemic and whether nursing homes are prepared to meet their future financial obligations.
