Our objective was to assess the Postal Service’s management of its employees’ use of novel coronavirus disease (COVID-19) leave under the Families First Coronavirus Response Act (FFCRA). Although the FFCRA expired on December 31, 2020, the Postal Service continued to allow liberal leave usage for employees who had a sickness related to COVID‑19. Audit of CARES Act and Continued Assistance Acts Impact on Non-Traditional Claimants

The CARES and Continued Assistance Acts expanded states’ ability to provide unemployment insurance for many workers impacted by the COVID-19 pandemic, including for workers who were not ordinarily eligible for unemployment benefits, non traditional claimants. Our audit will determine if non traditional claimants received Unemployment Insurance benefits as intended under the CARES Act and the Continued Assistance Act.

As of March 31, 2021, HUD had disbursed $3.4 billion and obligated $7.4 billion of its $12.4 billion in CARES Act funds. Meanwhile, HUD has more than $1.6 billion in CARES Act funds unobligated. These funds have various expiration dates.
