The objective of this audit was to determine whether the Department of Commerce, Division of Employment Security (DES) limited improper payments to less than 10 percent of paid claims as required by the U.S. Department of Labor, and if not to identify the impact and causes of improper payments. Following up on our previous work which highlights the decentralized nature of identity fraud redress across the federal government, the Pandemic Response Accountability Committee commissioned the MITRE Corporation to conduct an independent study and define the elements needs for a whole-of-government approach to identity fraud victim redress.
