Supplemental Nutrition Assistance Program: COVID-19 Impact

This informational brief describes changes to the Department of Children and Family Services’ (DCFS) Supplemental Nutrition Assistance Program, including how COVID-19 impacted participation, benefit amounts, and program administration. This brief is intended to provide timely information related to an area of interest to the legislature or based on a legislative request. Among other findings, this brief highlights that the number of SNAP recipients increased 27.5%, from 769,768 prior to the COVID-19 pandemic in February 2020 to a high of 981,751 in January 2021. According to DCFS, the increase...

Key Insights: COVID-19 in Correctional and Detention Facilities

Correctional and detention facilities present unique challenges in preventing and controlling the spread of COVID-19. When compared to the general population, a disproportionate number of COVID-19 outbreaks and deaths occur in jails, prisons, and detention facilities across the country. The Centers for Disease Control and Prevention has noted that the confined nature of correctional and detention facilities, combined with their congregate environments, heightens the potential for COVID-19 to spread once introduced into a facility. Individuals typically eat, sleep, and participate in activities...

Inconsistent Documentation and Management of COVID-19 Vaccinations for Community Living Center Residents

While reviewing the Veterans Health Administration’s (VHA) plans to document receipt and distribution of the COVID-19 vaccine, the VA Office of Inspector General (OIG) determined that VHA facilities did not consistently document the COVID-19 vaccination status of veterans living in VA’s Community Living Centers (CLCs). The OIG determined that VHA could not know at a national level whether the vaccine was offered to some CLC residents, and if so, what their status was. Because CLC residents are in the highest COVID-19 vaccine priority group, they should be offered the vaccine, when possible...

Onsite Surveys of Nursing Homes During the COVID-19 Pandemic: March 23-May 30, 2020

We did this review to determine the number and results of onsite State surveys of nursing homes during the COVID-19 pandemic. Nursing home residents are particularly vulnerable to infectious diseases such as COVID-19, and infection control has been a persistent problem for most nursing homes. As of November 8, 2020, more than 67,000 nursing home residents had died of COVID-19-related illnesses, which represented almost 30 percent of all COVID 19 deaths in the United States at that time. Onsite State surveys assess the quality of services in nursing homes, a critical function for protecting...

Report on the Department of Health's Contact Tracing Efforts: A Report to the Legislature of the State of Hawai'i

We intended to report on DOH’s contact tracing process, primarily to filter through the varying, confusing, and often conflicting information and to provide a clearer, objective, and up-to-date understanding of the department’s efforts. However, instead of cooperation and assistance, we encountered barriers, delays, and ultimately were denied access to those responsible for leading the department’s contact tracing: the Disease Outbreak Control Division (DOCD) Chief and the Disease Investigation Branch (DIB) Chief, who recently took over that task.
