In FY 2020-21, state agencies administered $20.8 billion in federal financial assistance, including $6.6 billion that was expended related to the public health emergency and that was separately identified in the State’s Schedule of Expenditures of Federal Awards. During the COVID-19 pandemic, claims for unemployment insurance benefits increased significantly, and many claimants experienced lengthy delays in receiving payments. The unprecedented volume of claims made delays inevitable, but the Georgia Department of Labor’s (GDOL) claims management and customer service systems were also factors. Untimely First Unemployment Benefit Payments

The objective of this audit was to determine the timeliness of first unemployment benefit payments from the Department of Commerce's Division of Employment Security (DES) during the period of January 1, 2020, through March 31, 2021 and, if untimely, identify the causes of the untimely payments. We found that DES did not issue $438 million of first unemployment benefit payments timely during the period of January 1, 2020, through March 31, 2021.
