Technical Project Manager/Data Scientist

The PRAC is seeking an experienced Technical Project Manager/Data Scientist (TPM/DS) to join the Pandemic Analytics Center of Excellence (PACE). You will be part of an exciting mission with the opportunity to deliver an impact by developing rules and models based analytics in support of the PRAC’s mission to oversee more than $5 trillion in coronavirus relief spending. We're looking for an individual with a track record of success managing the design and execution of analytic projects and possess the technical skills necessary to guide and direct at team of data scientists.  The TPM/DS must have strong verbal and written communication skills to facilitate stakeholder discussions and report-out sessions. 

Duties:

The incumbent serves as TPM/DS, reporting to the Chief Data Officer, and responsible for managing the design and execution of analytic projects, and guide and direct teams of data scientists. 

Specific responsibilities include:

  • Leading one or more of the PACE projects by providing guidance and instruction to contractor support teams.
  • Driving analytic design/brainstorming sessions to advise on appropriate models/techniques to employ to identify fraud and/or wrongdoers in the data.
  • Tracking project progress and identify and mitigate risks and issues associated with delivering projects on time and at a high level of quality.   
  • Conducting thorough review and quality control on contractor support teams’ work products before analytic models and insights are finalized
  • Developing, testing, and implementing risk models and rules, reports and dashboards utilizing a variety of analytic tools and techniques to support our oversight partners.

Qualifications:

  • Strong program management, verbal, and written communication skills
  • Experience managing data scientists in develop analytic projects.
  • Experience coding rules and models using open-source programming techniques and tools. 
  • A strong academic background quantitative and qualitative analysis, business administration, information technology, or the equivalent.
  • Experience utilizing the data sciences to detect and prevent fraud, waste, abuse and mismanagement is preferred.

More About the Position:

On March 27, 2020, the President signed into law the Coronavirus Aid, Relief, and Economic Security (CARES) Act, creating the Pandemic Response Accountability Committee (PRAC) composed of Federal Offices of Inspector General to promote transparency and conduct and support oversight of covered funds and the Coronavirus response to (1) prevent and detect fraud, waste, abuse, and mismanagement; and (2) mitigate major risks that cut across program and agency boundaries. The PRAC is a committee of the Council of the Inspectors General on Integrity and Efficiency (CIGIE).

This position is open to all sources, and various levels of experience will be considered. Salary is administratively determined based on qualifications. The job is remote and full-time. 
 

Salary (depending on level of position): $110,000 to $150,000 per year
